Hilltop Sand and Gravel Company, Inc. (“Hilltop”) is the owner of approximately 150 acres located in proximity to the intersection of Beulah Street and Telegraph Road. The Hilltop property has been the subject of a number of prior zoning approvals. Approximately 43 acres of the property is currently used as a construction and demolition debris landfill, which was originally approved in 1978. The original approval has been amended a number of times to decrease the land area in the landfill, and to permit a nine-hole golf course that is currently located on approximately 82 acres.
Hilltop proposed a series of land use applications on its property. These applications, approved on March 9, 2003, may be described in three (3) components. The first component, approximately 33 acres, is located in the northwestern quadrant of the intersection of Beulah Street and Telegraph Road. Hilltop will construct a Village Center, including office and retail uses. More specifically, the mixed-use development will include 113,000 square feet of office space and 254,000 square feet of retail space. The development plan illustrates an urban layout comprised of individual buildings with integrated uses. One retail building will front on Beulah Street with parking located in front of the retail building and a parking garage along Telegraph Road. Two (2) other retail buildings will face into the Hilltop property creating a pedestrian friendly mainstreet. Two (2) single story pad sites will be located on the western and southern portion of the Hilltop property with frontage on Beulah Street and Telegraph Road respectively.
The second component transforms the existing landfill into active recreation facilities. The I-3 zoned land in this area was rezoned to the R-1 District. This rezoning reduced the land area of the construction and demolition debris landfill and increased the fill volume and contours to create a level plateau for play fields. Upon reaching the earlier of 1) a specified volume and contours, 2) Wegmans opening to the public, or 3) April 1, 2013, Hilltop will no longer accept debris, cap the landfill and proceed with closure of the landfill. Upon closure of the landfill, Hilltop will construct a variety of fields and associated parking for the recreation facilities. While the fields will be privately owned due to post-closure care requirements, they will be open to the public. The Fairfax County Park Authority is participating in the selection of the facilities and will probably manage their use and operation. It is anticipated that the active recreation uses will complement the mixed-use development proposed with Hilltop Village Center.
The final component is minor modifications to the existing golf course. The zoning approval increased the land area associated with the golf course and three (3) specific modifications. First, the special exception amendment plat reflects the current location of golf hole 8, that was administratively modified and approved at site plan. Second, a wet stormwater management pond will be constructed to serve the adjacent proposed mixed-use development, and to act as an amenity to the golf course. Finally, a utility building for the golf course will be constructed on the property. While modifications are proposed to the facilities and land area, Hilltop does not propose any modifications to existing golf course operations.
In summary, the combined applications include the construction of a mixed-use Village Center, completion of landfill activity and the establishment of private recreation facilities while enhancing existing uses. All of the uses combined will create a vibrant activity center conveniently located to Lee and Mount Vernon District residents.
